The Research Steering Committee of the Mid-Atlantic Fishery Management Council will meet on Tuesday, November 27, from 10 a.m. to 12 p.m. The meeting will be held via webinar. Joint Law Enforcement Committee, Tilefish Committee, and Highly Migratory Species Committee Meeting

The Mid-Atlantic Fishery Management Council’s Law Enforcement Committee, Tilefish Committee, and Highly Migratory Species Committee will hold a joint meeting on Thursday, September 20, 2018 from 11:00 a.m. until 1:00 p.m. The meeting will be held via conference call.

During this meeting, the committees will discuss two important issues: 1) the sale of golden tilefish and tuna by recreational vessels that do not possess permits allowing for the sale of those species or possess Coast Guard vessel safety requirements for commercial vessels; 2) Responsibilities of for-hire captains regarding fishing regulation (e.g., minimum size limit, bag limit) on for hire-trips. The purpose of the conference call is to discuss these two issues and develop an agenda and set of questions to be discussed at a future workshop.

The Ecosystem and Ocean Planning (EOP) Committee of the Mid-Atlantic Fishery Management Council (Council) will meet on Monday, September 10, 2018, from 10:00 A.M. through 12:00 P.M. Joint Meeting of the Mackerel, Squid, Butterfish Committee and Advisory Panel (Webinar)

The Mackerel, Squid, Butterfish Committee and Advisory Panel will meet jointly via webinar on Thursday, May 17, from 8:30 a.m. to 12:00 p.m. 

The purpose of the meeting is to develop recommendations for the Council regarding modifications to the Atlantic mackerel commercial fishery closure possession limits. Currently no Atlantic mackerel possession is allowed by federally-permitted commercial vessels once 100% of the commercial landings quota is reached. The Council is considering changing the trip limit once 100% of the commercial landings quota is reached. The Council is scheduled to take final action on this issue at its June 2018 Council meeting via a Framework Adjustment to the MSB Fishery Management Plan.

The Mid-Atlantic Fishery Management Council's Demersal Committee will meet jointly with a subset of the Atlantic States Marine Fisheries Commission’s Summer Flounder, Scup, and Black Sea Bass Management Board on Tuesday, March 27, 2019 from 9:00 am to noon. The meeting will be held via webinar.

The purpose of the meeting is to discuss draft management alternatives for an action which will consider adding the following management options to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan:

  1. Conservation equivalency for the recreational black sea bass fishery,
  2. Transit provisions for Block Island Sound for recreational fisheries for all three species, and
  3. Slot limits for recreational fisheries for all three species.

The two groups will also discuss the possibility of evaluating and modifying recreational management measures based on the annual catch limit, rather than the recreational harvest limit.

The propose rule states that NMFS is considering disapproval of inclusion of bullet mackerel (Auxis rochei) and frigate mackerel (Auxis thazard) in the amendment. The Committee will consider if a Council response to this potential disapproval is warranted and, if so, will develop recommendations for a Council response to NMFS.

River Herring and Shad Committee Meeting

The Council's River Herring and Shad (RH/S) Committee will meet on Monday, August 15, 2016 from 1 p.m. – 4:30 p.m. The meeting will be held via webinar (http://mafmc.adobeconnect.com/rh-s-com-aug15-2016/) with a telephone audio connection (provided when connecting).

This amendment will prohibit the development of new and expansion of existing directed commercial fisheries on unmanaged forage species in Mid-Atlantic Federal waters until the Council has had an adequate opportunity to both assess the scientific information relating to any new or expanded directed fisheries and consider potential impacts to existing fisheries, fishing communities, and the marine ecosystem. At this meeting, the EOP Committee will consider comments received during public hearings on the amendment, as well as recommendations from the EOP Advisory Panel. The EOP Committee will develop recommendations to the full Council for final action on the amendment. The Council plans to take final action on this amendment at their meeting in Virginia Beach on August 8-11, 2016.

The Mid-Atlantic Fishery Management Council's Ecosystem and Ocean Planning Committee will meet via webinar on Friday, January 22, 2016 from 9:30 am to 4:30 p.m. 

The purpose of the meeting is to discuss the Council’s Unmanaged Forage Omnibus Amendment. The Committee will develop recommendations for the full Council to consider at their February 2016 meeting. This amendment will prohibit the development of new, or expansion of existing, directed fisheries on unmanaged forage species in Mid-Atlantic Federal waters until adequate scientific information is available to promote ecosystem sustainability.  The Committee will consider advice from the Unmanaged Forage Fishery Management Action Team and recommendations from the Ecosystem and Ocean Planning Advisory Panel before developing recommendations for a draft list of unmanaged forage species to include in the amendment. The Committee will also discuss and may develop recommendations for a draft range of alternatives for analysis, a draft purpose and need statement as required by the National Environmental Policy Act, and other aspects of the amendment.

Collaborative Research Committee Meeting

The Council's Collaborative Research Committee will meet via webinar meeting on Friday, November 13, 2015 from 9:00 a.m. to 12 p.m. The purpose of this meeting is to identify research priorities for the Council's upcoming collaborative research funding opportunity.

Background: The Council has undertaken a short-term (2015-2017) collaborative research initiative and intends to provide funding for several projects that address specific, Council-defined collaborative research topics pertaining to mid-Atlantic fisheries. During this meeting, the Collaborative Research Committee will identify approximately 5-6 research priorities which will be used to guide the solicitation of proposals and selection of projects to receive funding.
