Pennsylvania Appointed Obligatory Member (1st term, Exp. 2029)
Warren has been a recreational fisherman since he caught his first flounder at the age of 5 in Beach Haven, NJ. His primary fishing areas are the Atlantic coast, Chesapeake Bay, Canada and Alaska.
Warren served for 12 years as Chair of the Franklin County Board of Commissioners. During that time he helped preserve thousands of acres of farmland in Pennsylvania as a member of the PA State Farmland Preservation Board, and locally in his home Franklin County, through a $5 million fund that he initiated, he worked to preserve over 10,000 acres.
In 2013, he published a hunting and fishing book, entitled “Making Your Life in the Outdoors“ and donated a share of the proceeds to the local Healing Waters fly fishing program.
More recently, he worked to spearhead efforts to rebuild Children’s Lake in Cumberland County (personally raising $50,000 in seed money) and Meadow Grounds Lake in Fulton County, as an extension of his work as a commissioner with the Pennsylvania Fish and Boat Commission, where he served for 11 years, including a term as president.
A unique fact is that Warren is the only Pennsylvanian to have served on all the following water and resource regulatory and governing bodies (in addition to 11 years on PFBC), devoting countless hours to represent Pennsylvania’s interests. These entities are: the Mid Atlantic Fishery Management Council, the Atlantic States Marine Fisheries Commission, and the Chesapeake Bay Commission. As Vice Chairman of the MAFMC, he led the effort to preserve 38,000 square miles of deep-sea corals, which are now known as the Senator Frank Lautenberg Coral Preserve. He was recognized for his efforts with the prestigious Rick E. Savage Award, the highest honor that the Council bestows.
He continues to serve on the Chesapeake Bay Commission, where he collaborates with Pennsylvania State Senators, and Representatives working on issues like clean stream funding, PFAS regulations, and blue catfish, among others.
Warren is one of the 100 Centennial Alumni from Penn State Mont Alto. He is also a distinguished alumnus of Shippensburg University having earned with honors both graduate and undergraduate degrees in Public Administration and was granted an honorary Doctorate for his devotion to public service. He is an author, and currently President of Cardinal Crossings, a consulting and real estate firm, and Chairman of the Board of F & M Trust Bank.
Warren resides in Chambersburg with his wife Donna. They have two adult sons, Logan and Brennan.
